MCCMOS Civil Affairs Practice Test

Engaging civilian governance structures is what Civil Affairs operations focus on. Local authorities—the village, city, or provincial government entities that run public services and local policy—are the natural counterparts for CA work. They provide the legitimate channel to plan and implement programs, coordinate services, collect local information, and build community trust. By partnering with these authorities, CA teams align efforts with existing governance, gain access to official channels, and help ensure that gains in stability and governance endure after external forces move on.

Military commanders play a crucial role in providing security and enabling operations, but they are not the primary civilian partner CA works through. Private sector executives and religious leaders can contribute in certain contexts, yet they are not the typical official channel through which CA operations conduct governance, civil administration, and stabilization tasks.
